Words of Power is described as a "language-based" tabletop rpg. What that means is that instead of crunching numbers or poring over obscure rules, we focus on language and interpersonal skills to overcome challenges. When leveling up, you'll be choosing words to further describe your character. This is a stark contrast to most games, where you would gain abilities or stats.
Words and relating them to the current context is the skill of Words of Power. Any part of the rules that call for "a word" are referring to either tags or words of power. In either case, these are literal language words that your party has generated. There is no index, appendix, or table that is going to give them concrete meaning. It's up to you and the Storyteller to understand how and when they apply. When in doubt, let the Storyteller make a ruling and keep the game moving.
